MARCH 2025 – IMPORTANT NOTICE REGARDING THE ENTRY OF 2024 VERIFIED EMISSIONS IN MOHAS AND THE REGISTERING OF VERIFIERS IN THE SPANISH SECTION OF THE UNION REGISTRY

Due to the high volume of queries received regarding the inability of shipping companies to enter the 2024 emissions in their MOHA account, as well as the requests for registration in the Spanish area of the Union Registry by the verifying entities, we inform you that in Spain, emissions are entered and marked as verified by the national administrator or the competent authority. This means that there is no possibility for a shipping company or verifier to enter the emissions in the Spanish Section of the Union Registry. In practice, these are the steps that you must follow:

  1. You must submit all the emissions reports for the ships under responsibility of the shipping company through Thetis-MRV, and they must be verified as satisfactory by the verifier.
  2. Once all the emissions reports have been successfully submitted, you must generate the Company Emissions Verified Report (CER) for 2024, which aggregates all the emissions for the ships under responsibility of the shipping company. This report must be submitted through Thetis-MRV too.
  3. Once the CER has been submitted, you must wait to the Competent Authority (the Spanish Ministry of Transport and Sustainable Mobility) to check/validate the data and to communicate it to us (Spanish Ministry for the Ecological Transition and the Demographical Challenge).
  4. The final step will be the entry of the emissions in the Spanish Section of the Union Registry by the Spanish Ministry for the Ecological Transition and the Demographical Challenge (the due date is 31st March).

Once the verified emissions are entered, you will be able to surrender European Emission Allowances (EUAs) by 30th September 2025. Should you have any particular doubt about these steps you can contact:

  • Steps 1 to 3: The Ministry of Transport and Sustainable Mobility at MRVFuelEU@sasemar.es
  • Steps 4 & 5: Spanish Climate Change Office and Union Registry helpdesk provided by Iberclear: correo.titulares.renade@grupobme.es

We hope for your understanding, cooperation, and patience.
