The purpose of the National Registry for Greenhouse Gas Emission Allowances is the exact accounting of the issue, ownership, transfer and cancellation of the emission allowances established by the obligations contained within the framework of the Convention, the Kyoto Protocol and Paris Agreements, as well as Directive 2003/87/CE of the European Parliament and the Council, of 13 October 2003, establishing a system for greenhouse gas emission allowance trading within the Community (known as EU ETS - Emissions Trading System). In Spain, the legislation for the application of these obligations falls under Law 1/2005, of 9 March, governing the greenhouse gas emission allowance trading system, as well as Regulation (EU) No 2019/1122 of 12 March 2013, supplementing Directive 2003/87/EC od the European Parliament and of the Council as regards the functioning of the Union Registry.
The National Registries of Emissions Allowances of the member states of the European Union are integrated within a common platform, together with the Union Registry (managed by the European Commission) known as the Consolidated System of European Registries (CSEUR). In spite of this consolidation, the accounts held with the Union Registry continue to be managed by each member State independently through its National Administrator.
